Reid Consulting is currently engaged by the FTA to conduct reviews to examine how State recipients comply with FTA regulatory and statutory requirements. This major contract with the FTA involves performing "State Management Reviews" of FTA State grantees. State Management reviews are a tenty-one-part compliance review that should be performed for each mass transit State grantee every three years. Some of the areas tested under the SMR include: (1) Procurement - tests to ensure that grantee procurement policies and practices are adequate to ensure a competitive procurement process that is compliant with Federal law and grant or contract provisions; (2) Satisfactory Continuing Control - tests to ensure that the grantee maintains control over all federally funded assets and that the assets are used for their designated purpose; and, (3) Maintenance - tests to ensure that federally funded assets are being properly maintained. Under this contract, we have met all original schedule and technical performance requirements.
